1)總體(ti)原則
①爆(bao)炸(zha)危險環境建設項(xiang)目;
②涉及公共安全的建筑(設(she)施)和人員(yuan)密(mi)集場所(suo)建設(she)項目;
③涉及社(she)會公(gong)共利益(yi)、公(gong)眾安(an)全(quan)的大型建設工程(cheng)(cheng)、重點工程(cheng)(cheng)項目;
④其(qi)他應(ying)當(dang)進行雷電災害風險評估(gu)的建設項目。
2)具體界定(ding)標準
①爆炸危險環(huan)境:包括z'z要包(bao)括大(da)型(xing)房屋建(jian)(jian)(jian)筑工(gong)(gong)(gong)程(cheng)和其他專(zhuan)業建(jian)(jian)(jian)筑工(gong)(gong)(gong)程(cheng),具體(ti)參照(zhao)《建(jian)(jian)(jian)設(she)工(gong)(gong)(gong)程(cheng)監(jian)理范圍(wei)和規(gui)模(mo)標(biao)準規(gui)定(ding)(ding)》(建(jian)(jian)(jian)設(she)部(bu)令第(di)86號(hao))、《注冊建(jian)(jian)(jian)造師管理規(gui)定(ding)(ding)》(建(jian)(jian)(jian)設(she)部(bu)令第(di)153號(hao))等(deng)進行(xing)細化確(que)(que)定(ding)(ding)。其中,一(yi)般大(da)型(xing)建(jian)(jian)(jian)設(she)工(gong)(gong)(gong)程(cheng)的(de)(de)基本(ben)界定(ding)(ding)標(biao)準為“單項(xiang)工(gong)(gong)(gong)程(cheng)合同額在(zai)3000萬元及以(yi)上(shang)”。考慮到部(bu)分建(jian)(jian)(jian)設(she)項(xiang)目在(zai)可(ke)行(xing)性研究和初步設(she)計階(jie)段難以(yi)確(que)(que)定(ding)(ding)“單項(xiang)工(gong)(gong)(gong)程(cheng)合同額”,因此,通過參考《建(jian)(jian)(jian)設(she)工(gong)(gong)(gong)程(cheng)監(jian)理范圍(wei)和規(gui)模(mo)標(biao)準規(gui)定(ding)(ding)》中對“大(da)中型(xing)公(gong)用(yong)事業工(gong)(gong)(gong)程(cheng),是指項(xiang)目總投(tou)(tou)資額在(zai)3000萬元以(yi)上(shang)的(de)(de)工(gong)(gong)(gong)程(cheng)項(xiang)目”的(de)(de)定(ding)(ding)義,確(que)(que)定(ding)(ding)了“工(gong)(gong)(gong)程(cheng)總投(tou)(tou)資額在(zai)6000萬元及以(yi)上(shang)”作為一(yi)般大(da)型(xing)建(jian)(jian)(jian)設(she)工(gong)(gong)(gong)程(cheng)的(de)(de)可(ke)選(xuan)標(biao)準。
③重點工程:主要指各(ge)級政府或發展改革主管部(bu)門確定的縣級以上重點工程建(jian)設(she)項目,具體操作時以當地政府和發展改革主管部(bu)門印發的文件或公告(gao)為準(zhun)。
④高(gao)(gao)層(ceng)(ceng)(ceng)(ceng)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu):《民用建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)設計通則》第3.1條規定:a.住(zhu)(zhu)宅(zhai)(zhai)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)按(an)層(ceng)(ceng)(ceng)(ceng)數分類(lei):一層(ceng)(ceng)(ceng)(ceng)至三層(ceng)(ceng)(ceng)(ceng)為(wei)低層(ceng)(ceng)(ceng)(ceng)住(zhu)(zhu)宅(zhai)(zhai),四(si)層(ceng)(ceng)(ceng)(ceng)至六層(ceng)(ceng)(ceng)(ceng)為(wei)多層(ceng)(ceng)(ceng)(ceng)住(zhu)(zhu)宅(zhai)(zhai),七層(ceng)(ceng)(ceng)(ceng)至九層(ceng)(ceng)(ceng)(ceng)為(wei)中高(gao)(gao)層(ceng)(ceng)(ceng)(ceng)住(zhu)(zhu)宅(zhai)(zhai),十(shi)層(ceng)(ceng)(ceng)(ceng)及十(shi)層(ceng)(ceng)(ceng)(ceng)以(yi)上為(wei)高(gao)(gao)層(ceng)(ceng)(ceng)(ceng)住(zhu)(zhu)宅(zhai)(zhai)。b.除住(zhu)(zhu)宅(zhai)(zhai)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)之外的(de)民用建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)高(gao)(gao)度不大(da)于(yu)24m者為(wei)單(dan)(dan)層(ceng)(ceng)(ceng)(ceng)和多層(ceng)(ceng)(ceng)(ceng)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu),大(da)于(yu)24m者為(wei)高(gao)(gao)層(ceng)(ceng)(ceng)(ceng)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(不包括建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)高(gao)(gao)度大(da)于(yu)24m的(de)單(dan)(dan)層(ceng)(ceng)(ceng)(ceng)公共建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu))。
